Rules of the Youth Basketball Festival – 2023

§ 1. GENERAL RULES

Youth Basketball Festival will be played in accordance with the Hungarian basketball rules (which corresponds with the FIBA rules). Regarding the interpretation of the rules, the English text applies.

One club may participate with multiple teams and multiple age – groups. One club may participate with multiple eam sin the same age – group. However, a team may only participate in one age –group.

§ 2. CLASSES

Teams participating in Youth Basketball Festival will be classified by age:

Age group BOYS

U10 – boys born in 2013 – 2014
U12 – boys born in 2011 – 2012
U14 – boys born in 2009 – 2010
U16 – boys born in 2007 – 2008
U18 – boys born in 2005 – 2006

Age group GIRLS

U10 – girls born in 2013 – 2014
U12 – girls born in 2011 – 2012
U14 – girls born in 2009 – 2010
U16 – girls born in 2007 – 2008
U18 – girls born in 2005 – 2006

§ 3. ACCREDITATION; PROOF OF AGE

Each team should submit a list of players (containing name, birthdate/birthplace, nationality) to the Youth Basketball Festival administration before 30th of June 2023. The deadline to submit the list is 6 July 2023, 22:00 hrs (10 PM), at the registration.

On the basis of this list, each player will receive an Youth Basketball Festival accreditation card which he/she must carry during the entire event. Players, team leaders and attendants will be able to identify themselves with this card and it will be checked before each match. If the trainer of the other team wishes to see the others’ ID cards (passport, identification card, player license etc.) from which the age of the players can be clearly identified, then the players have to present it. In this case each passports, or identification cards, or player licenses have to be with the trainer before the match. If the trainer is not willing to show passports or identification cards or player licenses before the match, than his/her team cannot play, and they default (lose) the match by 0:20.

All coaches must sign the match report before the start of the match that he/she verified the other teams’ players’ documentation of which their age was determined. Protest because of age issues cannot be made after the start of the match.

All the team participating in the Youth Basketball Festival will get a „discount” in that a maximum of one player in the team can be older than the age group. However, this player must not be more than one year older than the age group.

§ 4. DISPENSATIONS

Dispensations will automatically be given to 1 (one) player per team (participant’s list) who is at the MOST, one year older than the team’s age/class registered.

This dispensation should apply for the player entered in the match (written team list). It means that a team can participate with more players who are older (by one year) as the age group in the Youth Basketball Festival, but in one match, only ONE can participate! This means that in one match only 1 of the 12 players who is older with (maximum one year) can be present in the group. The other older players also cannot be used as substitutes, and they cannot sit on the bench during that match.

§ 5. PLAYING PROGRAM

The Youth Basketball Festival Committee has the right to alter group arrangements, locations and/or times of the matches until 6th of July 2023, 22:00 hrs (10 PM). Team leaders will be notified in case any changes are made.

§ 6. PLAYING COURTS

All matches will be indoor on wood or plastic coated courts.

Size of the courts:

In all age groups: 15m x 28m

§ 7. PLAYING PERIODS

If the score is tied at the end of playing time for the fourth period, there will not be any extra periods. The team which scores the first valid goal after the jump ball wins the game.

In all age groups: 4×10 min (There shall be intervals of play of one (1) minute between the first and second period (first half), between the third and fourth period (second half), and five (5) minutes half-time interval).

§ 8. MATCH DETAILS

Team List

A written team list (special forms will be distributed upon arrival) must be handed to the referee before every match.

Full controls of team lists and participant’s lists will be carried out with the help of the Youth Basketball Festival accreditation cards, – or for the wish of the other teams trainers by identification cards, or passports, or player license from it is possible to determine the age of the player – before each match. All coaches must sign the match report before the start of the match that he/she verified the other teams’ players’ documentation of which their age was determined. Protest because of age issues cannot be made after the start of the match.

The jersey number each player has on the Participant list has to be noted on the team list for each game.

Players’ Uniforms

All team shirts must be numbered and the numbers must correspond to the numbers on the team list. Numbers must be on the backs of the shirts. Two players may not use the same number in any given match.

If the referee decides that one team should change shirts due to similarity to the opposing team’s shirts, the team appearing last in the program must change. We suggest each team should carry two different color uniforms (dark and light color).

Before Game

All teams must be ready at the field a minimum of 15 minutes before the jump ball.

The team manager must make sure that his players are adequately insured.

Jewelry must be inspected prior to the match by the referee for safety reasons.

The teams are responsible for their supporters/fans conduct.

Balls

Ball sizes by age groups:

Age group U10-U12 (boys, girls) – 66-73 cm / 450-500 g (size 5)

Age group U14 (boys, girls) –72,4-73,7 cm / 510-567 g (size 6)

Age group U16 (girls) – 72,4-73,7 cm / 510-567 g (size 6)

Age group U16-U18 (boys) – 74,9-78 cm / 567-650 g (size 7)

§ 9. MAXIMUM NUMBER OF PLAYERS; SUBSTITUTIONS

One team may register an unlimited number of players in the tournament. Any of the registered players may enter a match, though no team may use more than 12 players in a single match.

One team shall be entitled to participate with 2 teams within a given age group. The players of the two teams may ‘cross-play’ (that is to play in each other’s team) in the group stage if the date and time of the teams’ matches differ. This possibility is solely and strictly limited to the group matches. If both teams make it to the elimination phase, then the two teams’ players must be accurately named before the first match, and only those named shall be entitled to be part of the respective team. Based on these lists the players of the two teams are supplied with a wristband of different colour, and only those wearing a wristband of the same colour shall be entitled to play in the respective team.

§ 10. RULES OF THE MATCH; PENALTIES

FIBA rules apply to all matches. Shot time will be taken (24 seconds).

Players not wearing appropriate equipment will be asked to correct it. Nacklaces must be taken off, ear piercings must be taped down. Chewing gum is not permitted. Insulting the opposition – with special regard to racist remarks – will result in immediate send-off.

§ 11. RULES OF THE GAME DURING GROUP CONTESTS

The participant teams of Youth Basketball Festival are divided into groups of four, five, six, or seven where all the teams will meet in a round robin series. Two points will be awarded for a win and one point for a loss.

The team which has the most points will be the first in the group, the second hights points is the second and son on. If two or more teams have the same amount of points, the order will be decided based upon FIBA rules.

§ 12. WALKOVER

Any team not appearing at the appointed time and place for a match without a valid excuse will be automatically declared loser by 0:20. If a team repeatedly fails to appear at the game, the team may be excluded from the tournament. In case a team fails to appear at the game not from its own mistake (with a valid reason) and it is reported to the Youth Basketball Festival Office at least 2 hours before the match, then that team is entitled to a supplementary match. The date and time of the supplementary match must be accepted by the team.

§ 13. REFEREES

Referees are members of the Somogy County Basketball Association and there may be invited foreign referees from other basketball associations as well. Every match will be sanctioned by the Official Committee of the Youth Basketball Festival.

§ 14. TOURNAMENT JURY

The jury of the tournament consists of members from the Somogy County Basketball Association (SKSZ) and the Youth Basketball Festival Official Committee. Protests and penalty matters are handled by the jury. Their decisions are final.

§ 15. PROTESTS

The decisions of the referee regarding facts related to play are final. No measures will be taken on protests on decisions made by referees. Protests may be handed in for the following cases:

– if some members of the opposing team cannot identify themselves with an offical Youth Basketball Festival Card, or passport, or identification card, or player license for the wish of the other teams trainer. – PROTESTS BEFORE THE GAME!

– if the match had been interrupted NOT because of some unforseen reason nor because of weather conditions.

All coaches must sign the match report before the start of the match that he/she verified the other teams’ players’ documentation of which their age was determined. Protest because of age issues cannot be made after the start of the match. Any and all protests must be made in writing, in English language by the team manager. Protests must be delivered to the Youth Basketball Festival Office no later than 120 minutes after the match is finished. A protest fee of EUR 100 will be paid at that time (by cash). This fee will be returned if the protest is granted (approved).

§ 16. INSURANCE

Please make sure that all your players are insured both on and off the playing courts. Youth Basketball Festival does not carry any group insurance protecting participants in case of injury, illness, theft or damage to property. Youth Basketball Festival is in no way responsible for injury or economic loss which may arise in the case of war, warlike events, civil war, revolution or civil disturbances or because of the actions of the authorities, strikes, lockouts, blockades or similar events.

§ 17. CANCELLATION

The first payment (30% of accommodation price) is non-refundable, so if you cancel your participation we cannot give you a refund.

Category A-B-C-D:

Cancellation 15 days before the start of the tourtament – 50 % of the full payment will be returned, in case of the total amount was paid by 30 May.

Cancellation 7 days before the start of the tourtament – 25 % of the full payment will be returned, in case of the total amount was paid by 30 May.

Cancellation 3 days before the start of the tourtament – no refund

Category E:

Cancellation after 1st June – no refund
